Application
This unit describes the skills required to assess and process applications for standard low risk trade waste discharges from retail commercial and light industrial organisations; monitor compliance with the trade waste discharge approval issued; and renew, amend, suspend or revoke trade waste approvals.
This unit applies to those working as trade waste officers or inspectors with a specific responsibility for managing applications and approvals for standard low risk liquid trade waste discharges to wastewater collection systems from small commercial and light industrial organisations.
The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.
Those undertaking this unit would work independently, while performing complex tasks, in a range of familiar contexts. The level of responsibility may vary according to the size and scope of the trade waste system.

1. Evaluate trade waste discharges | 1.1 Identify significant pollutants generated. 1.2 Identify and apply information about known impacts, risk assessments and control procedures. 1.3 Identify trade waste management processes and workplace procedures. 1.4 Develop and check contingency plans. 1.5 Prepare trade waste management policies and plans. |
2. Process applications for trade waste | 2.1 Answer customer queries regarding trade waste applications. 2.2 Assess standard low risk trade waste applications to establish that all necessary documentation has been provided. 2.3 Assess standard trade waste applications against concentration, mass and flow limits, discharges of prohibited substances and local sewerage issues, and consider environmental issues. 2.4 Assess proposed pre-treatment and monitoring systems for suitability. 2.5 Schedule and conduct on-site inspections. |
3. Implement approved trade waste discharge applications | 3.1 Calculate estimates of relevant charges and discuss with the applicant as appropriate, according to established charging policies and formulae. 3.2 Determine monitoring activities and schedules and discuss with the applicant. 3.3 Create and maintain database records, including charging parameters and monitoring schedule. 3.4 Monitor construction activities where applicable to ensure compliance with approvals. |
4. Monitor customers’ trade waste treatment and disposal and review trade waste approval | 4.1 Conduct routine monitoring of the compliance of customers’ trade waste treatment and discharge. 4.2 Establish processes to identify and report non-compliances with trade waste approvals. 4.3 Identify and apply enforcement measures and processes to manage identified non-compliances. |
Evidence of Performance
Evidence required to demonstrate competence must satisfy all of the requirements of the elements and performance criteria. If not otherwise specified the candidate must demonstrate evidence of performance of the following on at least one occasion.
interpreting and reviewing hydraulic and site plans
identifying and evaluating trade waste producing processes
evaluating process inputs and outputs
using flow measuring or flow assessment techniques
using wastewater sampling and preservation techniques for onsite and laboratory testing
interpreting and evaluating sample analysis data
interpreting and applying legislation and policies applicable to trade waste
developing monitoring plans and coordinating measuring, testing and sampling activities
planning and conducting investigations
assessing environmental impact using ISO 14001 where appropriate
assessing waste treatment methods, processes, plant and equipment
using appropriate personal protective equipment for protection against physical, chemical and biological hazards
advising customers of the trade waste management policies and procedures in operation
advising customers of requirements for obtaining and complying with trade waste discharge approvals
assessing and evaluating applications for standard trade waste treatment and disposal
implementing charging and monitoring procedures
completing records and reports

Assessment Conditions
Competency should be assessed in an actual workplace or in a simulated environment, with access to equipment and infrastructure appropriate to the outcome. Competency should be demonstrated over time to ensure the candidate is assessed across a variety of situations.
Assessors must satisfy the NVR/AQTF mandatory competency requirements for assessors.
