This unit describes a participant’s skills and knowledge required to apply contribute to the control of offshore emergencies in Drilling.
This unit is appropriate for those working in operational roles.
No licensing or certification requirements apply to this unit at the time of publication.
Elements and Performance Criteria
1. Plan and prepare for offshore emergencies | 1.1. Access, interpret and apply documentation and procedures for contributing to the control of offshore emergencies and ensure the work activity is compliant 1.2. Obtain, read, interpret, clarify and confirm work requirements 1.3. Identify, address and report potential hazards, risks and environmental issues and implement control measures 1.4. Select and wear personal protective equipment appropriate to the work activities 1.5. Resolve coordination requirements with others at the site prior to, during and on completion of work activities and ensure briefings/handover details are communicated |
2. Participate in gas and collision emergency drills | 2.1. Identify, interpret and apply gas alert alarms 2.2. Close watertight and gaslight openings in correct sequence 2.3. Access, interpret and apply emergency ventilation shutdown procedure 2.4. Assist with flood control procedures 2.5. Identify assigned boat station |
3. Participate in rig abandonment emergency drills | 3.1. Receive, interpret and apply orders for rig abandonment 3.2. Identify assigned boat station 3.3. Access, interpret and apply correct survival capsule boarding procedure 3.4. Launch inflatable life raft 3.5. Obtain and wear survival suit/life jacket 3.6. Start survival capsule 3.7. Lower and release survival capsule 3.8. Operate survival capsule spray protection and air pressurisation system 3.9. Read, interpret and apply First Aid and medivac procedures |
4. Participate in "man overboard" emergency drills | 4.1. Launch lifebuoy and marker 4.2. Identify, locate and raise alarms and warnings 4.3. Maintain watch on man in water until rescue is effected 4.4. Direct crane basket recovery |
5. Carry out helicopter emergency duties | 5.1. Obtain and wear fire resistant clothing 5.2. Operate flight deck fire monitors in water and foam modes 5.3. Operate available rescue equipment 5.4. Give evacuation assistance from crash site to injured personnel |
Evidence of Performance
Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:
locates and applies applicable legislation, documentation, policies and procedures
implements the requirements, procedures and techniques for the safe, effective and efficient completion of contributing to the control of offshore emergencies including:
apply legislative, organisation and site requirements and procedures for assisting in the transfer of passengers and freight during helicopter operations
understand air regulations covering carriage of dangerous goods
apply refuelling procedures for vehicles, drill rigs and ancillary equipment
works effectively with others to undertake and complete the contributing to the control of offshore emergencies that meets all of the required outcomes including:
resolving coordination requirements with others at the site prior to commencing and during work activities
preparing for and organising work activities to meet all task requirements
communicating clearly and concisely with others to receive and clarify work instructions
demonstrates completion of contributing to the control of offshore emergencies that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
closing watertight and gaslight openings
launching inflatable life rafts
obtaining and wearing survival suit/life jacket
starting and operating survival capsule
operating flight deck fire monitors
operating rescue equipment
Evidence of Knowledge
The candidate must demonstrate knowledge of the following in applying the contribute to the control of offshore emergencies through:
accessing, interpreting and applying the organisation and site requirements and procedures for:
identifying and managing risks
identifying, addressing and reporting environmental issues
setting up work activity
site isolation, signage and erecting barriers
work health and safety
selecting and checking for faults, all plant, tools and equipment to carry out tasks
carrying out work to specifications
following emergency procedures
applying fire and gas control system
applying emergency shutdown control system
understanding the functioning of process control, including instrumentation
understanding equipment layout and its connection with other systems
Assessment Conditions
An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
this unit must be assessed in the context of this sector’s work environment; and,
this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
